it does sound ominous. but it was probably just stupid. or maybe a clever little joke by a reporter. or maybe they figure the guy could go and issue a state of the union address any time in the next year, so it’s best to say probably. or maybe they mean probably in the sense that 99.9(repeating)% is the same as 100%. or maybe they really do know something you don’t!
